What is HBCF Insurance?
HBCF (formerly known as Home Warranty Insurance) is a government-backed insurance scheme administered by icare. It protects homeowners when their licensed builder:
- Dies during or after the project
- Disappears and cannot be found
- Becomes insolvent (goes bankrupt)
- Has their license suspended for failing to comply with a tribunal or court order
When is HBCF Required?
HBCF insurance is required for all residential building work in NSW where the contract price exceeds $20,000 (including GST). This includes:
- New home construction
- Major renovations and extensions
- Swimming pool construction
- Structural work
The builder must obtain the HBCF certificate before entering into a contract and before starting work.
What Does HBCF Cover?
HBCF covers:
- Structural defects: Up to 6 years after completion
- Non-structural defects: Up to 2 years after completion
- Loss of deposit: If the builder takes your deposit and disappears
- Incomplete work: Cost to complete unfinished work (up to the policy limit)
